I do not know about Las Vegas, but where I live, the city is special panels for hot water, since it is often much harder, and if the roof does not have a good structural support, this could lead to a crash through.

It should set cheap enough for someone to connect the panels for heating pool together, I imagine the construction trades are hungry, so weak to the housing market that work now. And approval must be cheap. If it were me, I would like to receive a permit, and hire someone. If you do well, and could not, would my insurance denies the allegations of my house.

I do not think you need a permit. Also you can get a tax cut, if you build a power-producing devices with solar and wind electricity for domestic use. This kit costs less than $ 200 and will save money long term.
